Job Announcement: Facilitator of EMTs Table-Top Exercises

ASB Georgia is seeking for qualified international individuals or organizations to plan and facilitate table-top exercises for Georgian and Armenian Emergency Medical Teams (EMTs) within “Stronger Together - Cooperative Action to Respond to Cross-border Emergencies” project funded by Directorate-General for European Civil Protection and Humanitarian Aid Operations (ECHO). 

 

Background information

Arbeiter-Samariter-Bund (ASB) is one of the biggest and oldest German aid and welfare organization with more than one million members. Since its foundation in 1888, ASB has acted as a politically and denominationally independent association. With its first international mission in 1921, the area of foreign aid became an integral part of the organization. Currently ASB has 11 foreign offices and implementing programs in more than 20 countries. ASB, through its officially registered country office in Georgia implemented several EU, German and US government funded projects related to: inclusive disaster risk reduction, provision of social services, improvement of economic and livelihood conditions, resocialization of persons in conflict with law, confidence building, as well as humanitarian assistance to IDPs, conflict affected population and other vulnerable groups, etc.

Starting from February 1, 2021 ASB is implementing the project “Stronger Together - Cooperative Action to Respond to Cross-border Emergencies” funded by Directorate-General for European Civil Protection and Humanitarian Aid Operations (ECHO). Overall objective of the action is to enhance disaster risk management system with special focus on health emergencies in Armenia and Georgia through capacity building and establishing cross border cooperation mechanisms. The duration of the project is 36 months (February 2021 – January 2024).

 

Description of the position 

The Facilitator will be requested to facilitate three two-days table top exercises to discuss realistically simulated emergency scenarios for Georgian and Armenian EMTs. One exercise will be conducted in each country and the third table-top exercise will be cross-border, conducted jointly for Georgian and Armenian EMTs. Table top exercises will involve key personnel from relevant agencies from Georgia and Armenia to discuss the actions to be taken in particular emergencies, clarify roles and responsibilities and identify additional needs for preparedness and mitigation. As a result of the exercise EMTs will: be trained to work together, improve their performance and effectively respond to emergencies, understand action plan and know with whom to coordinate during emergencies. 

The Facilitator shall carefully observe the action, evaluate its strengths and weaknesses based on pre-defined criteria and provide recommendations on how to cope with emergency situations better on the second day of the exercise. In addition, table top exercises will be observed and supported by ASB FAST Team, WHO staff and the respective governmental institutions involved in healthcare management and civil protection.

 

Required skills and experience

  • Education at the Masters level or equivalent in Healthcare, disaster management, civil protection or other relevant field;
  • At least 5 years of relevant experience in facilitation/guidance provided for table-top exercises with particular focus on healthcare;
  • Profound understanding of WHO certification standards, EMTs` work and emergency healthcare;
  • Strong analytical skills;
  • The ability to work independently as well as in teams;
  • Ability to travel to Georgia and Armenia.

 

Roles and Responsibilities

The Facilitator will have the overall responsibility for planning of all stages of table-top exercises in Georgia and Armenia in ongoing consultation with Georgian and Armenian EMT representatives and the ASB Georgia Staff, especially the Logistics Department. The table-top exercises will be coordinated and carried out by the hired Facilitator in accordance with the initially prepared and agreed agenda and timeline. 

 

More specifically, the selected candidate will:

  • Conduct review of the project documentation;
  • Together with the project team, develop detailed timeline and work plan of the assignment;
  • Develop table-top exercises scenario and the detailed agenda of the events; 
  • Prepare the final report on the conducted table-top exercises emphasizing the main findings and recommendations for further improvement. 

ASB team will be responsible to provide Facilitator with all the necessary information and relevant documentation.

 

Deliverables and Timeline 

The expected duration of the assignment is 12 months (January 2023 - December, 2023). The following deliverables should be provided by the selected candidate:

  • Work plan and time line for the assignment;
  • Scenario and agenda of table-top exercises.
  • Final report including the main findings and recommendations.

These deliverables should be completed within the deadlines mentioned in the work plan to be provided by the contractor.

  3. The budget (including detailed breakdown of the costs excluding VAT).
